Mandate of the Directorate of Human Resources, Finance and Administration is to provide support services to the Regional Council in executing its activities, programs and projects.

These services include, provision and management of finance, provision and management of human resources, provision and management of administrative support, such as office space, vehicles, IT hardware and software, office equipment etc. constituency and settlement administration forms part of this directorate.

Its objectives are:

  • To ensure participatory socio-economic development and planning
  • To ensure optimal revenue collection
  • To ensure adequate and skilled human resources
  • To ensure all staff are equipped with ITC equipment
  • To enhance ICT infrastructure
  • To enhance service delivery



  • We offer financial support services to Constituencies, Settlements, Divisions, Directorates and suppliers in terms of processing payments and revenue collection.
  • Planning and budgetary control services
  • Drafting of the Regional Council budget and tariffs
  • Producing financial management reports


  • We offer support services to Constituencies, Settlements, Divisions and Directorates in terms of transport, stock and procurement and disaster risk management
  • Information and technology services
  • We draft key regional council meetings schedule and ensure that the meetings are conducted


  • Development and Implementation of HR Strategy.
  • Provisioning of Human Resources Administration.
  • Recruitment and selection of staff.
  • Provide Training and Development Services.
